ZURICH: The FIFA disciplinary committee has sanctioned the Spanish FA (Real Federación Española de Fútbol – RFEF) for breaches relating to the international transfer and registration of players under the age of 18.

The RFEF was found to have violated several provisions concerning the international transfer and first registration of minor players, of which art. 19 of the Regulations on the Status and Transfer of Players (the “Regulations”) is the main provision, as well as other relevant provisions with regard to the registration and participation of certain players in competitions.

In this respect, the RFEF was sanctioned with a fine of CHF 220,000 and granted an additional deadline of six months in order to regularise its relevant regulatory framework and the existing system concerning the international transfer of minors in football within the country. In addition, the RFEF was issued with a warning and a reprimand in accordance with articles 13 and 14 of the FIFA Disciplinary Code.

The decision, which was notified to the party concerned today, was made based on the specific elements of the cases following investigations initially conducted by FIFA Transfer Matching System GmbH (FIFA TMS) and subsequently by the FIFA Disciplinary Committee as part of disciplinary proceedings. The investigations concerned minor players who were involved with and participated in competitions with the clubs Atlético de Madrid and Real Madrid CF over various periods between 2007 and 2014 (Atlético de Madrid) and between 2005 and 2014 (Real Madrid).

La RFEF sancionada por fichajes internacionales de menores

 

 

La Comisión Disciplinaria de la FIFA ha sancionado a la Real Federación Española de Fútbol (RFEF) por haber infringido la normativa vigente sobre traspasos e inscripciones internacionales de futbolistas menores de 18 años.

Se ha constatado que la RFEF violó varias disposiciones relativas a los fichajes y la primera inscripción de futbolistas menores de edad extranjeros, concernientes en particular al art. 19 del Reglamento sobre el Estatuto y la Transferencia de Jugadores, así como otras relativas a la inscripción y participación de algunos jugadores en determinadas competiciones.

En este sentido, se ha impuesto a la RFEF una multa de 220 000 CHF y se le ha concedido un periodo de seis meses para que modifique su marco regulatorio y el sistema de transferencia de menores vigente en la actualidad en el país. Por otra parte, de conformidad con los artículos 13 y 14 del Código Disciplinario de la FIFA, se ha impuesto una advertencia y una reprensión contra la federación.

La decisión, notificada hoy a la RFEF, se fundamentó en elementos específicos de cada uno de los casos, de acuerdo con la investigación realizada por FIFA Transfer Matching System GmbH y posteriormente por la Comisión Disciplinaria de la FIFA como parte del procedimiento disciplinario. La investigación se centró en futbolistas menores que participaron en competiciones con el Club Atlético de Madrid y el Real Madrid CF durante varios periodos comprendidos entre 2007 y 2014, en el caso del Atlético de Madrid, y entre 2005 y 2014, en el caso del Real Madrid.
