ZURICH:Dr Cornel Borbély, Chairman of the investigatory chamber of the Ethics Committee and chief of investigation, has concluded his enquiry into the activities of Alfredo Hawit Banegas, former FIFA Vice-President and Executive Committee member, former acting-president of CONCACAF and former president and general secretary of the Honduran Football Association (FENAFUTH), and submitted the final report together with recommendations to the adjudicatory chamber of the Ethics Committee, which is chaired by Hans-Joachim Eckert.
The investigation concerning Mr Hawit focused on allegedly illegal payments, which he received from sport marketing companies. In this context, Mr Hawit pleaded guilty to one count of racketeering conspiracy, two counts of wire fraud conspiracy and one count of conspiracy to obstruct justice in front of the federal court in Brooklyn, New York on 11 April 2016.
In his final report, Dr Borbély has recommended imposing on Mr Hawit a lifelong ban from taking part in any kind of football-related activity (administrative, sports or any other) for the alleged violation of articles 13 (general rules of conduct), 15 (loyalty), 18 (duty of disclosure, cooperation and reporting), 19 (conflicts of interest) and 21 (bribery and corruption) of the FIFA Code of Ethics.
Until a formal decision is taken by the adjudicatory chamber of the Ethics Committee, Mr Hawit is presumed innocent.
