COM / Integration of 180,000 personnel and 1.87 billion reais in investments guarantee security during World Cup
| Rio de Janeiro (10 June 2014) – The integration of the 180,000 personnel from the areas of defense, security and intelligence employed by Brazil during the FIFA 2014 World Cup Brazil guarantees the country’s preparedness to face any incidents during the event. “This will be one of the benefits that the Brazilian people will enjoy when the Cup is over”, said the Chief of the Joint Staff of the Armed Forces, General José Carlos De Nardi. The same assessment is shared by the Head of the Special Secretariat for Security of Major Events of the Ministry of Justice Andrei Rodrigues.
FIFA’s Security Advisor for the World Cup Andre Pruis considers that the actions undertaken by the Brazilian government for the security of the Cup may be used as a model in future sports events. He gave as an example of innovation the Mobile Integrated Command and Control Centers, vehicles that will function as advanced stations for the joint work of security agents mobilized for the event. On this Tuesday morning, 10 June, De Nardi, Rodrigues, Pruis and other authorities from the government and FIFA took part in a press conference with Brazilian and foreign journalists in the João Saldanha Open Media Centre (CAM) at the Copacabana Fort in Rio de Janeiro. The meeting was also attended by the Assistant General-Director of the Brazilian Intelligence Agency (Abin) Ronaldo Belham and the General-Manager for Security of the Local Organizing Committee (LOC) Hilário Medeiros. De Nardi emphasized that the joint work of the Ministries of Justice and Defense and the Office of the Chief of Staff of the Presidency, assisted by the Office of Institutional Security (GSI), is a legacy that will remain for a long time for the Brazilian people. The integrated system of security and defense will be active in 14 states and the Federal District. Centers will operate in the 12 host-cities of the World Cup matches and three states – Sergipe, Alagoas and Espírito Santo – where the teams that will compete in the tournament have their training centers. According to General De Nardi, the Ministry of Defense invested approximately 700 million reais to act in sectors such as aerospace, maritime and waterways defense, border cooperation, security and cyber defense. De Nardi also highlighted that contingency troops will be ready to act at any time in order to defend all the strategic structures related to the stadiums, such as power and telecommunication towers. In order to activate this force, however, State governors should submit a request to President Dilma Rousseff, so that the troops can commence actions in order to ensure the enforcement of legislation and public order in specific areas. According to Secretary Andrei Rodrigues, investment in public security in the Federal District and the 14 States of the World Cup amounts to 1.17 billion reais. This includes the assembling of the Integrated System of Command and Control, which connects centers equipped with devices such as image walls, computers and software. Many of them are already hosting the local police operation centers. This will allow anybody calling the 190 emergency number to report any incident, not necessarily related to the World Cup, and receive assistance from the staff at the Command and Control Integrated Centers. These systems also include vehicle geo-referencing, which will allow contacting the nearest police officer in order to allow for a quick intervention by the police. “This is already an ongoing benefit in some cities, and after the World Cup this development will remain for daily public security”, the Secretary pointed out. According to the LOC´s Medeiros, structuring actions in the area of major events represent an additional legacy to remain after the World Cup. This is so because any sports event attended by over 3,000 people will demand security officers specialized in major events. Medeiros also pointed out that during the Confederations Cup the plan was implemented in its full capacity and no incidents were registered in any facility whatsoever. Abin, which is subordinated to GSI, has involved 900 intelligence personnel in the operation, according to Deputy Director-General Ronaldo Belham. He also pointed out the integrated service of foreign agents with 42 confirmed partners at the daily meetings to take place as of next Wednesday, in addition to other partnerships that will keep an open channel with the Abin. Belham said that Abin has already conducted risk assessments covering areas such as training centers and the routes of delegations and hotels, in addition to risk assessments for all the national teams that will play during the World Cup in Brazil. The security forces available for each delegation have taken all this information into consideration, as well as the demands of each country and risk assessments for each match.
