SAUIPE DO COSTA: Chaired by FIFA President Joseph S. Blatter, the FIFA Executive Committee held its fourth and final meeting of the year in Costa do Sauipe, Bahia (Brazil) on 4 and 5 December ahead of the Final Draw for the 2014 FIFA World Cup™.

With the objective of leaving a lasting legacy in the host country Brazil, the executive approved the creation of a 2014 FIFA World Cup Legacy Trust. Contrary to the 2010 Legacy Trust in South Africa, the trust will this time be launched before the kick-off of the upcoming FIFA World Cup. The total amount will be defined after the competition, but in order to start initial legacy projects, a preliminary amount of USD 20 million was approved.

Furthermore, the executive approved the Finance Committee’s proposal to increase the totalfinancial contributions for the participants of the 2014 FIFA World Cup™ to USD 576 million, compared to USD 420 million in 2010 (+ 37%).

While a number of additional reports were given on the recent and upcoming FIFA competitions,sports-political matters topped the two-day meeting agenda:

2022 FIFA World Cup Qatar™

The FIFA President reported on his trip to Qatar to meet the Emir, HH Sheikh Tamim bin Hamad bin Khalifa Al Thani, to hold talks on labour rights and conditions in the country, as mandated by the Executive Committee. He also reported on his recent meeting with the President of the International Trade Union Confederation (ITUC), Michael Sommer. The executive renewed its mandate to the FIFA President to continue discussions on the issue of labour rights in Qatar with different stakeholders, beginning with the attribution of responsibilities to the different parties involved (the State of Qatar, companies operating in Qatar, the International Labour Organization, trade union confederations and FIFA). Consultations have already started and will continue early next year.

Regarding the working group chaired by Sheikh Salman Bin Ebrahim Al Khalifa to carry out a consultation process on the period of play of the 2022 FIFA World Cup in Qatar, the following roadmap has been decided:

  • January – August 2014: meetings with stakeholders (including the international football community and FIFA’s business partners)
  • September 2014: international match calendar meeting no. 1
  • November 2014: international match calendar meeting no. 2
  • December 2014: presentation to the Executive Committee

Cyprus

The executive expressed its satisfaction regarding the signature of a provisional arrangementbetween the Cyprus Football Association and the Cyprus Turkish Football Association at the Home of FIFA on 5 November 2013. The arrangement aims
to unify and facilitate the progress of football within the football communities on the island of Cyprus.

Palestine – Israel

The executive welcomed the fact that liaison officers have now been appointed by both associations and have started working together on the implementation of the parameters concerning the movement of players and officials into, out of, and within Palestine.

Kosovo – Serbia

The executive was informed about the meeting between the Football Federation of Serbia and the Football Federation of Kosovo at the Home of FIFA on 29 October 2013, which followed the FIFA President’s visit to Serbia in June. A second meeting is scheduled for 10 January 2014.

Gabon

The mandate of the Gabonese FA normalisation committee was extended until 31 March 2014.

Morocco

The executive ratified the decision taken by the Emergency Committee on 15 November 2013 in relation to the situation regarding the Moroccan FA (FRMF), including:

  • the elections of 10 November 2013 are not recognised;
  • the FRMF must adopt statutes in conformity with the FIFA Standard Statutes before organising new elections in the first half of 2014;
  • in the meantime, the outgoing executive committee will manage the FMRF.

 

In terms of governance, Executive Committee member Dr Theo Zwanziger reported on the first coordination meeting relating to the implementation of the FIFA reforms at confederation and member association level held earlier this week.

 

Finally, the executive decided the hosts of the following FIFA tournaments and Congresses:

  • FIFA U-17 Women‘s World Cup 2016: Jordan
  • FIFA U-20 Women‘s World Cup 2016: South Africa
  • FIFA U-17 World Cup 2017: India
  • FIFA U-20 World Cup 2017: Korea Republic
  • FIFA Congress 2016: Mexico City, Mexico
  • FIFA Congress 2017: Kuala Lumpur, Malaysia

 

The next meeting of the FIFA Executive Committee will be held at the Home of FIFA in Zurich on Thursday, 20 and Friday, 21 March 2014.
